So if he doesn't declare himself a shop owner then he can buy, trade and sell wheels and enter all the competitions?

He cannot be apart of the wheel collection competition as this would be unfair.

He can only enter the show n shine competition as this allows one entry and the wheels need to be on a vehicle.

Wheel shop owners need to be fair and take a stall if they want to market their business.
