I was cleaning leaves out of my engine bay and came upon this which seems to just be stuck in a hole on each side of the bay. It was full of old organic material on both sides.

Any idea what it's called and what it does?

There are two of these, closest to your A pillar post and windscreen but within the engine bay.... They prevent leaves and debris from blocking the water drains

Correct, known as a leaf catcher :).
Make sure they're installed correctly in place on either side and are kept clean. Stuff that gets down in there and gets impacted can be difficult to remove/vacuum and can introduce foul air odors around the car. A stink that just goes away and comes back mysteriously whenever it rains.
Thats the stench of organic matter which rots :)

Now smell my finger.
